Dr. D.A. Carson is one of the top New Testament scholars alive today. I'm listening to D.A. Carson's 26-part lecture series on the Book of Revelation that I found on thegospelcoalition.org. In part 6, between 22:30 and 31:00, Carson asserts that Congregational Polity is the correct form of Church Government. He even taunts his class to try to debate him on the issue, which is a rare and bold move by Carson. I recommend you download and fast-forward to 22:30 and listen to this short segment.

Carson explains that Congregational Polity doesn't mean that a recent convert has the same voting right as Christians who have devoted their whole life to the church. Carson says that often the Elder or the Pastor is the problem, and it is the church's responsibility to remove the heretical person. Also, the elders aren't the only ones who can speak to the pastor, but it doesn't mean the pastor has to listen to every single thing people wish. 

After you have listened to the previous section, I also recommend listening to Carson's teaching on the parable of the wheat and tares between 15:00 ~ 22:30min that explains that the tares are the world, not in the church, and that the church needs to remove the tares.
